Variables from the thickness of your trousers to ambient temperature and wind speed (if any) all play their parts. The "hovering" phenomenon, where the evil gaseous entity just seems to hug the ground where it was released, is much worse in cold weather.
Anyone who has stood/marched in formations during winter can tell you horror stories of those devil clouds.
