There's a context that you're missing because of your fundamental ignorance about the bedrock of the constitution being a fascination with separation of powers and >ahem< checks and balances.  Neither of those terms is well defined and neither is meant to be taken in terms of its legal definition. 

Your insistence that an impeachment inquiry in the House is some sort of criminal procedure governed by any jurisprudence beyond the House's own rules... that makes you the obtuse one here, or else you're trolling or just plain ignorant of Civics 101.
