It needs to be easier for average joe's to kill nutjobs and we need to execute murderers swiftly. You're not going to curb mass murder in a country thats rejected Godly morality. Even worse, in a country that accepts islam, pig droppings be upon it, your plan is of little value because those people see mass murder of infidels as holy and not in any way mentally deficient.
